If I'm understanding what you are looking for, then no. Do keep in mind that Rainmeter is not a procedural programming language. There is no practical way to have the results of some check on the number of cores in a system to dynamically build that many measures and / or meters. Measures and meters must be hard coded in the skin .ini or .inc file.
About the only way to approach this is to create some "maximum" number of hard coded measures and meters, and just enable / show the ones you need based on some count of cores.
